Death in the cloud story

I remember when I stood on the deck of Estonia, a ferry that later sunk in September 28, 1994. It was about a year before the catastrophy.
Looking at the Estonian capital Tallinn, I saw a filthy yellow cloud hanging over the town. And the cloud was looking like a skull with a bullet hole.
